Phnom Penh: On the morning of April 21, 2026, His Excellency Liv Sophanarith, Secretary of State of the Ministry of Post and Telecommunications of Cambodia (MPTC), and H.E. Christian DesRoches, Ambassador of Canada to the Kingdom of Cambodia, presided over the opening ceremony of the “Cambodia–UNIDIR Cyber Capacity-Building and Policy Training,” which was attended by representatives from the United Nations Institute for Disarmament Research (UNIDIR), along with cybersecurity experts from various government ministries and institutions and private companies—bringing together 38 participants at the Sofitel Phnom Penh Phokeethra Hotel.









The 3-day training was held from April 21 to 23, 2026, organized under the collaboration between MPTC and UNIDIR with financial support from the Government of Canada. The program aims to strengthen Cambodia’s cybersecurity capacity by enhancing policy development, protection measures, and incident response capabilities, particularly in safeguarding critical information infrastructure and promoting regional and international cooperation. The training also reflects Cambodia’s strong commitment to fostering a secure, stable, and trustworthy digital environment while supporting the continued growth of Cambodia’s digital economy.
On this occasion, H.E. Secretary of State Liv Sophanarith emphasized that MPTC will continue to strengthen cooperation with UNIDIR and international partners to advance cybersecurity capacity-building and promote responsible behavior in cyberspace. He also expressed sincere appreciation for the cooperation and support of the Government of Canada, recognizing its strong collaboration in advancing Cambodia’s Digital Economy and Society Policy.
