Phnom Penh, August 5, 2026 The Ministry of Post and Telecommunications (MPTC) organized a “Validation Workshop on the Draft Law on Personal Data Protection,” presided over by H.E. Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications, and Ms. Cristina Novio Garcia, Programme Manager at the Delegation of the European Union. The workshop brought together representatives from government ministries and institutions, the private sector, development partners, educational institutions, civil society organizations, and experts to review, validate, and gather feedback on the draft law before it proceeds through the formal legislative process.
In his opening remarks, H.E. Kong Phallack stated that data is a strategic resource for digital transformation, while trust is the foundation for the use of digital services, innovation, and investment. Protecting personal data is not only essential for safeguarding the right to privacy but also serves as a cornerstone for the responsible development of artificial intelligence (AI) and the building of a sustainable digital economy. The Draft Law on Personal Data Protection has been developed through extensive consultations with stakeholders and studies of both national and international experiences. It aims to establish a modern legal framework that protects personal data, strengthens public trust, supports innovation, and enhances Cambodia’s competitiveness in the digital economy.
The Ministry of Post and Telecommunications calls on all stakeholders to continue providing constructive feedback to further improve the quality of the draft law and ensure its effective implementation for the benefit of citizens and Cambodia’s digital future. On this occasion, H.E. Kong Phallack shared his thoughts: “The implementation of a law does not begin on the day it enters into force. It begins during the drafting process and through preparation. A law can only succeed when it enjoys the participation and support of all stakeholders.” In this spirit, the consultations conducted to date and the current validation workshop are not merely part of the legislative drafting process but also represent the first step toward the law’s implementation. Through the active participation of all stakeholders, we have collectively built understanding, strengthened trust, and prepared for the successful implementation of this law. H.E. Kong Phallack concluded his remarks by emphasizing:“Artificial intelligence (AI) may shape our future, but the protection of personal data will determine whether that future is worthy of trust.”
