Phnom Penh: On 19–20 May 2025, His Excellency Keo Sothie, Secretary of State of the Ministry of Post and Telecommunications (MPTC), held meetings with representatives from four relevant ministries and institutions to consult on the draft National Artificial Intelligence Strategy. These included (1)A bilateral meeting with the Ministry of Industry, Science, Technology and Innovation, (2)A meeting with the National Bank of Cambodia and the Non-Bank Financial Services Authority, including its regulators and General Secretariat, and (3)A bilateral meeting with the Ministry of Commerce.

During these three meetings, after the working group of the MPTC presented the background, process, next steps, and content of the draft strategy, the participating ministries and institutions expressed their support for the strategy and provided valuable feedback for refining it into the next version.

The working of the MPTC and representatives from the Ministry of Industry, Science, Technology and Innovation also engaged in an in-depth and constructive discussion on related matters. Notably, His Excellency Hul Seingheng, Undersecretary of State of the Ministry of Industry, Science, Technology and Innovation, recommended that the Industry Ministry’s working group convene an inter-general departmental meeting to gather more in-depth input across key sectors, including manufacturing and small and medium enterprises, to further strengthen the comprehensiveness of the national AI strategy draft.

On the morning of 20 May, Dr. Som Phay, Deputy Secretary General of the Non-Bank Financial Services Authority; His Excellency Vin Pheakdey, Deputy Director General of the Securities and Exchange Regulator of Cambodia (SERC); along with representatives from all regulators and the National Bank of Cambodia, shared experiences related to the use of Artificial Intelligence in the banking and non-bank financial sectors and provided valuable feedback on both the structure and content of the draft national strategy.

Additionally, in a meeting with Her Excellency Chea Ratha, Secretary of State of the Ministry of Commerce, His Excellency Secretary of State exchanged views on the use of AI for the Ministry of Commerce’s work plans, as well as discussed potential collaboration between the two ministries.

Overall, the relevant ministries and institutions expressed strong support and actively contributed feedback aimed at ensuring that the draft strategy becomes a comprehensive national document aligned with Cambodia’s current context and supports the use and development of artificial intelligence in a responsible, ethical, and trustworthy manner in Cambodia.

As of the afternoon of 20 May 2025, the Ministry of Post and Telecommunications had conducted a total of 10 bilateral and multilateral consultation meetings with 34 ministries and institutions. As a next step, the MPTC’s working group will consolidate all inputs to revise the draft National Artificial Intelligence Strategy before engaging with the private sector and other stakeholders, ahead of the upcoming national consultation workshop.
