Russian Federation— On June 5–6, 2025, His Excellency Chun Vat, Secretary of State at the Ministry of Post and Telecommunications, led a delegation to participate in the “Global Digital Forum” in the Russian Federation. The event brought together high-level leaders, representatives of government institutions, digital technology and cybersecurity experts, tech companies, academia, and the scientific community from many countries around the world.
This forum was organized by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. It is one of the key international forums that promotes digital transformation, innovation, and global cooperation. The event was attended by over 2,800 IT experts and representatives from 114 countries and 170 companies and featured exhibitions as well. Distinguished speakers and honorable guests included ministers, representatives from United Nations organizations, and well-known digital experts from across Europe, Africa, Asia, and the Americas.
This forum served as a platform for experts from various countries to discuss global trends in digital technology development, new ideas and proposals, and creating favorable conditions for business dialogue in the digital sector.
During the forum, H.E. Secretary of State participated as a speaker in a panel discussion on the topic “Safeguarding International Information Security in the Pursuit of the UN Sustainable Development Goals 2030.” In his speech, he shared Cambodia’s best practices in cybersecurity and artificial intelligence, which are current national priorities. He highlighted that the Royal Government of Cambodia has established the National Council for Digital Economy and Society, which is comprised of three committees, such as the “Digital Economy and Business Committee,” the “Digital Government Committee,” and the “Digital Security Committee.”
On this occasion, H.E. Secretary of State also held a courtesy meeting with Her Excellency Bella Cherkesova, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, to strengthen and expand bilateral cooperation between the two ministries. During the meeting, both leaders discussed the potential for mutual assistance in the development of sectors under their leadership, such as telecommunications and information and communication technology, with a particular focus on capacity-building in the field of artificial intelligence for government officials.
