USA, from July 7 to 11, 2025— His Excellency Ung Sokoudom, Advisor to the Ministry of Post and Telecommunications (MPTC), led the Cambodian delegation—comprising technical officials from the MPTC and the Ministry of Foreign Affairs and International Cooperation—to participate in the Eleventh and Final Substantive Session of the Open-Ended Working Group (OEWG) on ICTs Security, held at the United Nations Headquarters in New York City. The participation of the Cambodian delegation was coordinated by the Permanent Mission of the Kingdom of Cambodia to the UN.

This session has been conducted for 5 years and culminated in the adoption of the OEWG’s final report on several important outcomes derived from consensus-based agreements among all UN Member States.

The OEWG’s 2021–2025 report includes the final substantive recommendations and lays a strong foundation for the establishment of a new permanent global mechanism for development on information and communication technologies (ICTs) security. This marks an important milestone toward strengthening security in cyberspace.
