Phnom Penh— On the afternoon of July 22, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), held a virtual dialogue with grade 12 students from 18 high schools in Takeo Province that host Community Tech Centers (C.T.C.), engaging approximately 4,000 participants via Zoom. The meeting was also attended by undersecretaries of state, technical officials from the MPTC, the Provincial Department of Post and Telecommunications, the Provincial Department of Education, Youth and Sport, high school principals, CTC directors, and teachers.
During the meeting, H.E. Minister highlighted various significant achievements of the Royal Government in building and enhancing Cambodia’s education sector and emphasized MPTC’s contributions to promoting technical education in the digital sector. As part of the MPTC mandate, the ministry is actively supporting the building of digital citizens through various initiatives, including 1) offering approximately 600 digital talent scholarships annually and interest-free financial aid for students who achieve grades A, B, or C for their high school national exam; 2) implementing the document verification platform verify.gov.kh for verifying diplomas and certificates related to the national high school exam; and 3) deploying the University Management System (UMS). These initiatives directly support the policy frameworks and strategies of the Royal Government under the 7th legislature, under the wise leadership and long-term vision of Samdech Thipadei, Prime Minister of the Kingdom of Cambodia.
Furthermore, H.E. Minister shared encouragement and advice with all the 12th-grade students, urging them to remain focused and diligent in their studies to prepare for the upcoming national exam in August. He also encouraged them to remain hopeful in life, pursue knowledge and skills, and set clear life goals to succeed in their future endeavors. H.E. Ministers emphasized that the most important virtues in life that lead students to success are built upon five core values, such as integrity, diligence, morality, teamwork, and embracing opportunities.
In addition, students were given the opportunity to ask H.E. Minister directly, in which he addressed them personally as well as provided further information on the questions.
It is worth noting that the Community Tech Center (C.T.C.) initiative at public high schools reflects the MPTC’s long-term vision for digital human capital development by building the necessary infrastructure to support digital skills training at the grassroots level, both within schools and in local communities, with the goal to establish a strong and robust digital ecosystem. With the support and cooperation from the Ministry of Education, Youth and Sport, the C.T.C. initiative has been piloted in Takeo Province and consists of four core components, including 1) a computer lab for digital skills training, remote learning, and virtual meetings; 2) a training room for conducting digital skills training for local authorities and citizens in the community; 3) a postal point for package delivery and pickup services and support services for traders, entrepreneurs, and local residents; and 4) a public hall for citizens in the community to access information related to agriculture, entrepreneurship, and other information.
