Phnom Penh— On the morning of September 13, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), delivered the keynote remark at the 2nd Cambodia Digital Trade Forum and Online Expo under the theme “Building a Smart and Secure Digital Cambodia: Youth, Innovation, and Trust in the Age of AI,” held at Koh Pich City Hall, Phnom Penh. The event was attended by Her Excellency Chea Ratha, Secretary of State and representative of Her Excellency Cham Nimul, Minister of Commerce; representatives from the United Nations Development Programme (UNDP), the Asian Development Bank (ADB), and Zen.com; leaders and senior officials of the MPTC; and officials from other government ministries and institutions, researchers, the education sector, and the private sector—bringing together approximately 300 participants.
In his keynote remarks, H.E. Minister stated that “trust” is the essential ingredient for the growth of digital trade. Without trust, buyers and sellers would not feel confident engaging in digital transactions. To address this, the Royal Government has been focusing on building a secure and reliable digital ecosystem by drafting key laws and policies that serve as safeguards for businesses, consumers, and the public sector. He further highlighted the official implementation of various digital government products, particularly verify.gov.kh, which is a powerful platform designed to facilitate public service delivery by enabling citizens to securely request, receive, and utilize services online. Backed by blockchain technology, this platform enhances digital trust and establishes a strong foundation for Cambodia’s digital business environment.










Furthermore, H.E. Minister also emphasized that a smart digital foundation plays a vital role in realizing Cambodia’s vision of a vibrant digital economy and society. This foundation is a starting point for advancing all sectors and seizing opportunities from digital transformation. The MPTC has been working actively to strengthen the telecommunications infrastructure by improving telecommunications service quality and expanding network connectivity. Moreover, as part of its role in supporting the Royal Government, MPTC has introduced numerous guidelines to empower Cambodian youth, including fostering the investment in STEM education and Artificial Intelligence (AI), supporting digital startups, and creating business incubation programs to foster a robust digital ecosystem. These initiatives aim to drive new digital technology across education, agriculture, healthcare, and e-commerce, while encouraging collaboration between the government, the science education sector, and the private sector to generate new digital innovations.
