Phnom Penh— On the morning of November 10, 2025, His Excellency Khay Khunheng, Secretary of State and Chairman of the Committee for Combating HIV/AIDS and Illicit Drugs of the Ministry of Post and Telecommunications (MPTC), disseminated information on the Royal Government’s order No. 02, dated October 21, 2025, on the prohibition of the import, distribution, sale, advertising, use, possession, production, and storage of electronic devices and chemical substances used for smoking and shisha. The dissemination session was attended by civil servants, relevant units, and representatives of postal and telecommunications operators and held at the MPTC’s headquarters.

On this occasion, H.E. Secretary of State Khay Khunheng highlighted that, under the leadership of H.E. Minister Chea Vandeth, the Ministry has actively participated in many anti-drug activities. In addition, he also urged mobile network operators to continue disseminating and raising public awareness about HIV/AIDS and drug-related issues. For postal operators, he encouraged continued vigilance in preventing the circulation of illegal drugs, emphasizing strict compliance with the Royal Government’s order No. 02, dated October 21, 2025, on the prohibition of the import, distribution, sale, advertising, use, possession, production, and storage of electronic devices and chemical substances used for smoking and shisha. For postal service operators, it is necessary to strengthen inspection and prevention measures against the circulation of prohibited parcels, particularly those suspected of containing chemical substances, drugs, or equipment used for smoking or consuming illegal substances.

Before concluding the session, H.E. Secretary of State presented certificates of appreciation and commendation letters to civil servants, relevant units, and postal and telecommunications operators for their active participation in the 2024 anti-drug campaign, expressing confidence that their continued efforts will earn recognition from the National Authority for Combating Drugs in the upcoming 2025 campaign.
