Phnom Penh: On the morning of March 25, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications, presided over the official launching ceremony of the Digital Technology Center and the University Management System at Vanda University. The ceremony was attended by H.E. Dr. Heng Vanda, Chairman of the Board of Directors of Vanda University; H.E. Dr. Som Ratana, Under Secretary of State of the Ministry of Education, Youth and Sport; leadership from the Ministry of Post and Telecommunications (MPTC); university management; and students—bringing together approximately 300 participants.









In his remarks, H.E. Minister stated that the achievements launched on this occasion are the fruitful result of close cooperation between MPTC and Vanda University in fostering digital transformation in the education sector and promoting the adoption of digital technologies at the higher education level in Cambodia.
During the ceremony, H.E. Minister highlighted the role of community tech centers established in high schools, which have contributed to improving students’ learning outcomes. This progress has been reflected in the improved results of the national high school examinations in recent years compared to the period before these centers were established. To further develop digital human capital, the Ministry has provided scholarships in digital fields at both bachelor’s and master’s degrees, as well as financial assistance to students on an annual basis. In addition, the Ministry has delivered digital skills training programs to the general public. Furthermore, the Ministry has provided digital skills training to approximately 20,000 civil servants at both national and sub-national levels to date, while also distributing around 20,000 computers to support digital transformation efforts across government ministries and institutions.
