Phnom Penh: On the morning of March 23, 2026, His Excellency Liv Sophanarith, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over the opening ceremony of Phase 2 of the “Cybersecurity Training for Digital Government 2026,” which brought together leadership and technology officials from various ministries and institutions and was held at the American University of Phnom Penh.
The four-day workshop, conducted from March 23 to March 26, 2026, is part of cooperative efforts to build a resilient digital government by strengthening understanding of cybersecurity risks, enhancing leadership capacity in the digital era, and improving preparedness to respond to cyber threats arising from the use of emerging technologies. The training focused on several key topics, including (1) the regional cybersecurity landscape, covering common cyberattacks and defense strategies; (2) building governance frameworks and institutional capacity; and (3) guidance on cybersecurity exercises and incident management.









On this occasion, H.E. Liv Sophanarith emphasized the importance of organizing this training, as it demonstrates the MPTC’s proactive role in protecting and addressing the challenges faced by the government, particularly at a time when cybersecurity risks are becoming increasingly complex and have significant implications for national stability and public trust.
This training, organized by the MPTC, is highly significant for Cambodia, especially for leaders in the digital era, and aligns with the Royal Government of Cambodia’s vision outlined in the Digital Economy and Society Policy Framework 2021–2035 and the Digital Government Policy 2022-2035, which aim to respond to the Fourth Industrial Revolution by building digital citizens, digital government, and vibrant digital businesses.
