Phnom Penh: On the morning of March 12, 2026, His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications (MPTC), received a courtesy visit from Ms. Carolyn Florey, Digital Development Specialist representing the Asian Development Bank (ADB), to discuss the “Building Resilience for Integrated Digital Governance and Efficiency in Cambodia (BRIDGE)” project at the MPTC headquarters.

During the meeting, Ms. Carolyn Florey expressed her appreciation for the warm welcome and the Ministry’s continued cooperation, particularly through H.E. Secretary of State Sok Puthyvuth. She highlighted interest in strengthening and expanding the cooperation between the Ministry and ADB, emphasizing that the BRIDGE project is expected to be approved in 2027.

In response, H.E. Sok Puthyvuth praised and expressed high regard for the support provided by the ADB for the BRIDGE project, which aims to strengthen Cambodia’s digital foundations. Key areas of support include the modernization of CamDX, institutional capacity building, regulatory frameworks, and national cybersecurity resilience. H.E. Secretary of State also highlighted Cambodia’s progress in areas such as data governance, cybersecurity operations, digital service design, laws and regulations formulation, and capacity building for both institutions and human resources.

In response, ADB Representative Ms. Carolyn Florey expressed high regard for the Ministry’s achievements, particularly in the area of change management, which is a key factor in ensuring the successful and effective implementation of digital transformation in Cambodia.

Furthermore, H.E. Secretary of State and ADB Representative Ms. Carolyn Florey exchanged views on future areas of cooperation, including the development of digital human capital, data governance, integration of digital public infrastructure, and implementation of national cybersecurity standards.
