On the afternoon of January 20, 2025, in Siem Reap, His Excellency Chea Vandeth, the Minister of Post and Telecommunications (MPTC) of the Kingdom of Cambodia, and His Excellency Miguel Margue Gonçalves Manetelu, the Minister of Transport and Communications (MTC) of the Democratic Republic of Timor-Leste, presided over the signing ceremony of the “Memorandum of Understanding on Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation” (MoU). The ceremony was also attended by Excellencies, Ladies, and Gentlemen from both the MPTC and MTC leadership and officials.

The MoU is designed to promote cooperation, technical development, and human resources development between the two countries in four key sectors, namely: (1) Postal Services, (2) Telecommunications, (3) Information and Communications Technology (ICT), and (4) Exchange of experiences in driving digital transformation. This cooperation represents another significant milestone for the MPTC, as an implementing agency of the Royal Government of Cambodia, to assist the Democratic Republic of Timor-Leste in implementing its document verification platform, verify.gov.tl.

The verify.gov.kh platform has been recognized as the 4th Digital Public Infrastructure (DPI) globally. International institutions, including the United Nations Development Programme (UNDP), the World Bank, the Co-Develop Fund, the Digital Public Goods Alliance, and the 50-In-5 Campaign,have encouraged other countries to adopt the platform to enhance the efficiency and transparency in providing public services to businesses and citizens. This recognition has made the platform increasingly appealing to other countriesand the MPTC will collaborate with these interested nations to support the implementation of the verify.gov platform.

Th verify.gov.kh platform is the government’s official platform developed by the MPTC. It is designed to eliminate falsified documents, provide user convenience, and verify document authenticity. The platform also builds trust, savestime, reduces cost, and drives digital transformation in alignment with international best practices. Document verification on the verify.gov.kh platform is carried out through the integration of standardized QR codes, utilizing Blockchain technology to provide high security for each document. Furthermore, documents embedded with standardized QR codes eliminates the need for paper copy certification.
