Siem Reap: His Excellency Chun Vat, Secretary of State and Head of the Implementation of the Online Safety Project at the Ministry of Post and Telecommunications (MPTC), stated that “Child online protection is the protection of our shared future.” He made this remark during the opening of the two-day technical dissemination workshop on the implementation of “Cambodian Child Online Protection Guidelines for the Digital Technology Industry,” under the theme of “Ensuring a Safe and Secure Digital Environment for Cambodian Children.” The event was attended by approximately 90 participants, including senior leadership and officials under the MPTC, and took place from May 12–13, 2025, at Siem Reap House, Rose Apple Square, Siem Reap.

This workshop was organized by the Ministry of Post and Telecommunications in collaboration with Terre des Hommes Netherlands (TdH NL) in Cambodia, with the objective of promoting technical-level discussions related to digital safety and cybersecurity. It served as a platform for technical experts to explore key insights and specific approaches to further develop policies or additional measures in this field. At the same time, the workshop featured presentations and panel discussions by experts from Action Pour Les Enfants (APLE Cambodia), cybersecurity officers, legal officers from the Telecommunication Regulator of Cambodia, and the MPTC’s online safety implementation working group. The key focuses included:

(1) Exchange of ideas and knowledge sharing on Cambodia’s current online risks and dangers to children and the general public, especially in the context of emerging technologies such as generative AI and their implications for cybersecurity and online safety.

(2) Identifying potential solutions for timely responses to emerging online risks and threats, and addressing future challenges in the digital space.

(3) Promoting the implementation of the COP (Child Online Protection) Guidelines, and assessing internal step-by-step compliance with the COP Code of Conduct, to be adopted as mandatory standards for registered digital technology companies

(4) Raising awareness of online safety among MPTC officials and identifying opportunities to create a safe and secure digital environment in Cambodia.
