Republic of Korea— On May 19, 2025, His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications (MPTC), signed a Memorandum of Understanding (MoU) on the provision of scholarships for Master’s and Doctoral Studies in digital technology with Chungbuk National University of the Republic of Korea. This MoU was signed with Mr. Go Chang-Seop, President of Chungbuk National University.

This MoU aims to strengthen cooperation and academic exchange in the education sector, including research collaboration between MPTC and Chungbuk National University, with particular focuses on digital technology, the establishment of artificial intelligence (AI) platforms to develop Cambodia’s AI human resources, and big data talent development programs.

The MoU primarily focuses on the implementation of activities to achieve the following objectives: (1) implementation of Master’s and Doctoral programs specializing in AI; (2) joint research in the field of AI; (3) exchange programs for university faculty, researchers, and students; (4) exchange of scientific materials, publications, and information; (5) joint conferences, training courses, and workshops; and (6) other mutually beneficial areas of cooperation between the two countries.

At the same time, Secretary of State Sok Puthyvuth visited the Korea Advanced Institute of Science and Technology (KAIST), under the Ministry of Science and ICT, to discuss and assess the possibility of sending Cambodian students to study at this institution in order to develop Cambodia’s human resources in science and technology. In addition, Secretary of State Sok Puthyvuth visited the Korea Institute of Science and Technology Information (KISTI), a national research institute specializing in science and technology in the Republic of Korea, to explore research and development cooperation and study its advanced model for potential implementation in Cambodia.
