Phnom Penh— On the morning of June 19, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications, presided over the launch ceremony of the UNDP 2025 Human Development Report in Cambodia, “A Matter of Choice: People and Possibilities in the Age of Artificial Intelligence (AI).” The event was attended by Ms. Alissar Chaker, Resident Representative of UNDP in Cambodia, along with representatives from government ministries and institutions, the United Nations, international organizations, embassies, research institutions, and the private sector—bringing together approximately 150 participants in total.

During the launch event, H.E. the Minister emphasized that Cambodia has made the development of human resources in artificial intelligence (AI) a national priority. This commitment is demonstrated through investments in digital infrastructure; AI education that ensures transparency, accountability, and data protection; the establishment of adaptive regulations based on risk; raising public awareness and promoting responsible AI use; strengthening internet safety and resilience; and fostering partnerships among government, the private sector, educational institutions, and development partners.

It is worth noting that the report focuses on three main aspects, including fostering collaboration between people and AI rather than competition; embedding human agency throughout the AI lifecycle—from design to deployment; and modernizing education and health systems to meet 21st-century needs.
