Malaysia— From July 1 to 3, 2025, His Excellency Liv Sophanarith, Secretary of State of the Ministry of Post and Telecommunications (MPTC), led a delegation to attend the 3rd Cyber Defence and Security Exhibition and Conference (CYDES) 2025 and the 3rd ASEAN Cyber Security Summit (ACSS) 2025 in Kuala Lumpur, Malaysia. The conference brought together senior leaders from ministries and cybersecurity institutions of ASEAN member states, international security and technology units, cybersecurity experts, and numerous technology companies from 20 countries—totaling over 11,000 participants.

CYDES 2025, held under the theme “Advancing Cyber Resilience,” aimed to foster a secure and resilient digital landscape by showcasing technology and innovation and promoting public-private sector partnerships in response to increasingly complex cyber threats.

Meanwhile, the ACSS 2025 Summit, hosted this year by Malaysia, served as a high-level international political forum designed to foster dialogue between ASEAN and international partners in order to share knowledge and best practices and enhance political cooperation in the field of cybersecurity.

On this occasion, H.E. Secretary of State Liv Sophanarith also led the MPTC delegation to participate in the exhibition and warmly welcomed His Excellency Datuk Seri Dr. Ahmad Zahid Hamidi, Deputy Prime Minister of Malaysia, to showcase Cambodia’s achievements in digital technology, innovation, and cybersecurity development. This participation not only highlighted the capacity and efforts of the Ministry but also served as a vital opportunity to promote cooperation with ASEAN member states and international partners in strengthening cybersecurity to counter regional and global threats.
