Kampot—On July 17, 2025, His Excellency Cheap Satharoath, Permanent Secretary of State of the Minister of Post and Telecommunications, presided over the closing ceremony of the nationwide capacity-building workshop for civil servants from the Provincial Departments of Post and Telecommunications under the theme “Fostering Digital Adoption for Greater Work Efficiency.” The event took place in Kampot and was attended by leaders from the ministry, distinguished speakers, and civil servants from the ministry and all 24 Provincial Departments of Post and Telecommunications.
This workshop was organized with three objectives: (1) to build closer connection between national-level leadership and sub-national officials; (2) to strengthen technical capacities of civil servants in the fields of post, telecommunications, and information and communication technology (ICT), enabling them to deliver more responsive and efficient public services to the citizen and to promote laws, policies and regulations to easily address challenges—particularly those concerning telecommunications service; and (3) to provide up-to-date knowledge and practical experience in the post, telecommunications and ICT, thereby equipping civil servants with the necessary skills to perform their duties effectively and efficiently in the fast-moving digital context. Additionally, the workshop also featured group discussions that allowed participants to share local challenges and receive practical solutions from experts.
During the ceremony, H.E. Permanent Secretary of State expressed high appreciation and praise for the organizing team, guest speakers, and all contributing teams from the ministry who dedicated their time to sharing knowledge, best practices, and new insights with the trainees, which contributed to the workshop’s success.
On this occasion, H.E. Permanent Secretary of State encouraged civil servants at provincial departments to remain committed to delivering public services with efficiency, technical competency, skill, a strong sense of responsibility, and professional ethics. He also urged them to strengthen the management of the post and telecommunications sector in alignment with existing policies, laws, and relevant regulations. Furthermore, he also encouraged all participants to continue building upon the ministry’s achievements, as it serves as a vital foundation for advancing Cambodia’s transition into a digital economy and society. By effectively implementing the ministry’s action plans and work directions, it will contribute meaningfully to the transformation of a digital economy, government, and society. This aligns closely with the strategic roadmap and policy agenda of the Royal Government of Cambodia, under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and supports the successful realization of Cambodia’s Vision 2050.
It is worth noting that the annual capacity-building workshop on “Fostering Digital Adoption for Greater Work Efficiency” for 24 Provincial Departments of Post and Telecommunications took place from June 24 to July 17, 2025, across four regional locations as follows:
– Kampong Chhnang Province—from June 24–26, 2025, with 91 participants
– Kratie Province—from July 1–3, 2025, with 77 participants
– Ratanakiri Province—from July 8–10, 2025, with 80 participants
– Kampot Province—from July 15–17, 2025, with 125 participants
