Phnom Penh and Takeo— On the morning of August 21, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), presided over an online meeting with commune chiefs, high school principals, and director and teachers-in-charge of the Community Technology Centers (C.T.C.s) from 18 high schools in Takeo Province. The meeting was also attended by H.E. Sann Vathana, Secretary of State of the Ministry of Education, Youth and Sport (MoEYS), along with the C.T.C.’s project implementation working groups of the MPTC, and the Director General of Cambodia Post—with a total of approximately 150 participants both joining in person at the MPTC headquarters and online.









The establishment of C.T.C.s aims to support the development of digital human capital, promote digital literacy, and reduce the digital divide in local communities. Each C.T.C. serves four core functions, including (1) Computer Lab, (2) Training Room, (3) Post Office, and (4) Public Hall.
During the meeting, H.E. Minister Chea Vandeth emphasized the role of the C.T.C. in complementing digital education for all high school students. In collaboration with MoEYS, this project aims to foster digital transformation and digital adoption at the community level, including promoting digital business, strengthening digital skills at the university level, and applying digital skills across various professions.
On this occasion, H.E. Secretary of State Sann Vathana highlighted that students and citizens within the community that has access to the C.T.C. will have the opportunity to receive general education, develop digital technology skills, and acquire essential digital skills through live teaching sessions from Phnom Penh.
At the end of his remarks, H.E. Minister outlined key achievements and initiatives, including monitoring the number of students who passed the national exam and the number of graduates with grades A, B, or C before and after the establishment of the C.T.C.s; ensuring the full and effective use of all the C.T.C.’s functions; launching a six-month short course on digital skills; offering master’s degree scholarships in digital technology; providing 500 bachelor’s degree scholarships in digital technology for students achieving grades A, B, or C; and introducing a digital skills development program with interest-free student loans for digital technology studies.
It is worth noting that the establishment of the C.T.C.s in the public high schools reflects the MPTC’s long-term vision to develop the digital sector, support modern education, and develop digital human capital at the grassroots level in both the public and private sectors by creating a robust and dynamic digital ecosystem within communities. Through this initiative, citizens within the communities will gain opportunities to pursue careers and acquire knowledge in digital fields such as ICT, digital startups, postal services, and e-commerce.
