Phnom Penh— On August 12, 2025, His Excellency Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications, presided over the Deep Dive Workshop on the “Draft Data Governance Policy” at Sun and Moon Riverside Hotel. The workshop gathered approximately 60 participants, including leaders, senior officials, and data governance experts from the Ministry of Post and Telecommunications.

In his remarks, H.E. Secretary of State stated that the workshop was organized with three main objectives, including (1) to ensure common understanding on the content of the draft policy before proceeding to further discuss and collect inputs from relevant ministries and institutions, (2) to conduct in-depth discussions on each action plan among technical officials to assess feasibility and practical implementation of the policy, and (3) to gather key inputs from technical officials to help define the direction for implementing the policy’s supporting action plan in the future. Furthermore, H.E. Secretary of State further emphasized the importance of considering data as a national asset, which serves as a key foundation for digital economy and society development, in alignment with the Pentagonal Strategy Phase 1 and the Digital Government Policy 2022–2035.

It is worth noting that in order to gather input for refining the draft Data Governance Policy, the workshop was divided into four discussion sessions covering four topics, such as Establishing Data Governance, Data Management, Promoting Open Data, and Fostering Data Ecosystem. These discussions were conducted smoothly and productively, which is important for leaders and experts to better understand, comment on, and refine the draft policy to make it more meaningful, practical, and effective, with clear directions and suited to Cambodia’s context.
