Phnom Penh— On the afternoon of September 26, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC) and Chairman of the Digital Government Committee (DGC), presided over the “Certificate Awarding Ceremony for Essential Digital Skills for high- and mid-level civil servant students of the Royal School of Administration,” held at the Cambodia Academy of Digital Technology (CADT). The ceremony was attended by MPTC leaders, the president of CADT, representatives from the Royal School of Administration, and high- and mid-level civil servant students—bringing together approximately 250 participants.
During the ceremony, H.E. Minister briefed the participants on Cambodia’s ongoing digital transformation work and the development of the digital sector, which actively contributes to transforming from traditional administrative practices toward modern digital workflows. This transformation aims to reduce costs, save time, and improve efficiency. H.E. Minister further emphasized that the MPTC’s ambition is to minimize paper usage across public institutions by replacing it with digital technology adoption.










Furthermore, H.E. Minister underscored the government’s strong commitment to building digital human capital, which includes providing training for leaders and civil servants across government ministries and institutions and sub-national administrations, as well as students, in order to strengthen the digital talent pool in Cambodia.
Before concluding his remarks, H.E. Minister praised the efforts of all high- and mid-level civil servant students in their studies—particularly in acquiring essential digital skills—and encouraged them to apply the knowledge gained from this training within their respective institutions and to enhance public service delivery by upholding the national interest as the top priority.
