Tokyo, Japan: From October 7–10, 2025, H.E. Sam Sethserey, Director General of the General Department of Information and Communications Technology, led a delegation to participate in the 18th ASEAN–Japan Cybersecurity Policy Meeting and a Cybersecurity Tabletop Exercise in Tokyo, Japan. The events were organized by National Cybersecurity Office (NCO), with participation from representatives of all 10 ASEAN Member States, the ASEAN Secretariat, and counterparts from Japanese’s government.
Participants exchanged views on each country’s cybersecurity policies over the past year and shared updates on the current threat landscape, which is growing in scale and complexity alongside the increased adoption of artificial intelligence technologies.




ASEAN Member States and Japan reaffirmed their efforts across multiple fronts, including raising public awareness, conducting exercises to protect critical information infrastructure, building technical and institutional capacity, strengthening collaboration among the public, private, and academic sectors and voluntary information sharing and mutual notification.
In parallel with the policy meeting, a leadership and expert-level Cybersecurity Tabletop Exercise (TTX) was conducted to discuss risks, threats, and defensive measures. The exercise focuses mitigation strategies for ransomware attacks, threats targeting Internet of Things (IoT) devices, AI-enabled fraud such as deepfake scams, and other emerging challenges posed by advanced technologies observed across the region. Countries shared key protective measures, best practices, and emphasized the importance of government–business collaboration to strengthen resilience and counter cybersecurity risks, thereby advancing safe and sustainable digital development.
Leaders from across the region underscored their shared commitment and intent to deepen regional cooperation to further enhance cybersecurity resilience in the future.
