Berlin City Hall, Germany: HE Sam Sethserey, Director General of the General Department of ICT, attended the AsiaBerlin Summit 2025 under the theme “Connecting Startup Ecosystems for Diversity and Innovation”, from 24-28 November 2025. The trip was arranged by GIZ Cambodia. The Summit was attended by approximately 1,700 policymakers, startup founders, investors and global ecosystem developers from 63 countries across Europe and Asia. He was also invited as a panelist in the discussion, organized by the federal ministry for digital transformation and government modernization (BMDS), regarding “EU Tech Business Offer: Digital Growth for Asia” to exchange experiences in developing the digital economy and the investment opportunities between Asia and Europe, and another discussion, organized by GIZ, in the Digital and Green Innovation (DGI) workshop.






The Cambodian delegation includes the Cambodia Digital Technology Academy, the Techo Startup Center, and some potential startups in various sectors such as Vp.Start (energy technology), Pilltech (health technology), Bookmebus (transport technology) and Konektagri (agricultural technology). Cambodian startups also had the opportunity to present and exhibit their innovative services at the Summit.
Attending this submit allows Cambodian delegates to:
– promote Cambodian startups’ innovative services internationally
– connect with ecosystem builders and investors from Germany and other Asian countries
– exchange best practices on startup development policies, funding, and innovation promotion.
