Phnom Penh: On the afternoon of March 19, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications, held a meeting with mobile network operators, internet service providers, and fiber optic operators. The meeting was attended by leadership from the Ministry of Post and Telecommunications (MPTC), the Telecommunication Regulator of Cambodia, and operators’ representatives, bringing together approximately 90 participants.

During the meeting, H.E. Minister highlighted key internal reforms within MPTC, the strengthening of regulatory functions, the organization of order and discipline across the telecommunications sector, the digital transformation in both the public and private sectors, and the public service delivery to operators in an efficient, transparent, accountable, and responsive manner. At the same time, H.E. Minister reaffirmed the Royal Government’s policy to combat online scams and called on all operators to work closely with the government and MPTC to eliminate such illegal activities from the Kingdom of Cambodia. He outlined several key measures, including the following: (1) monitoring locations with unusually high internet capacity usage that may be suspected of conducting online scam activities; (2) fully suspending service provision to locations involved in criminal activities, in accordance with directives from the MPTC and authorities; (3) continuing to strengthen SIM card management measures, including deactivating unidentified SIM cards and addressing the misuse of foreign roaming SIMs; (4) enhancing cybersecurity measures to safeguard digital systems; and (5) cooperating in the implementation of additional administrative or technical measures as required by the Royal Government and the MPTC.

The operators participating in the meeting expressed their strong commitment to cooperate with the Royal Government and the MPTC in combating online scams and shared constructive feedback and inputs to support the effective implementation of this policy, along with broader suggestions related to the management of the telecommunications sector.
