Phnom Penh: On May 4, 2026, the Ministry of Post and Telecommunications (MPTC) and the Telecommunication Regulator of Cambodia (TRC) organized a training on “Policy and Regulatory Framework for Submarine Cables in Cambodia” for 25 legal and technical officials from MPTC and TRC, with the participation of His Excellency Kong Phallack, Secretary of State of MPTC, and Ms. Stephanie Chow, First Secretary (Political) of the Australian Embassy in Cambodia, at the Hyatt Regency Phnom Penh. The training is part of the “Partnership for Infrastructure” project, supported by the Australian government.




In his remarks at the opening ceremony, H.E. Kong Phalla stated that submarine cables are the “backbone” of the digital economy and a vital infrastructure for data transmission, connecting Cambodian businesses and citizens to the world. Building a comprehensive national connectivity system—stretching from undersea cables to satellites in space—is the MPTC’s long-term vision under the leadership of H.E. Minister Chea Vandeth. In fact, MPTC recently announced its ambition to launch Cambodia’s own satellite within the next five years. To achieve this goal, the focus begins with human resource development, including providing 25 scholarships for Cambodian students to study satellite technology abroad. This training is a part of the human resource development programs of MPTC and TRC, which aims to strengthen the capacity of officials to lead and manage submarine cable infrastructure.
