Phnom Penh: On the afternoon of May 21, 2026, His Excellency Tuon Siphann, Secretary of State of the Ministry of Post and Telecommunications (MPTC), and His Excellency Ouch Phea, Secretary of State of the Ministry of Interior, presided over a dissemination workshop on the “Safe Village-Commune-Sangkat” policy of the Royal Government for 300 leaders and civil servants of MPTC at the MPTC headquarters. Brigadier General Som Veasna, Deputy Director of the Secretariat Supporting the “Safe Village-Commune-Sangkat” Policy, delivered a presentation during the event.
The “Safe Village-Commune-Sangkat” policy was established with the objective of building and strengthening public security and social order; promoting hygiene, environment, and citizen well-being; reducing risks caused by natural disasters and infectious disease outbreaks under all circumstances; encouraging local dispute resolution; and accelerating poverty reduction as well as contributing to the successful implementation of the Sustainable Development Goals (SDGs).









In addition, the dissemination of this policy aimed to present its key contents and raise awareness of its seven core qualifications, which include:
1. Public services, especially administrative services, with quality, transparency, and public trust
2. No theft, robbery, drugs, illegal gambling, and all forms of crime
3. Good public order, particularly no traffic accidents
4. No immoral acts, human trafficking—especially involving women and children—domestic violence, and juvenile delinquency
5. Local dispute resolution outside the court system in an effective and efficient manner
6. Hygiene, aesthetic surroundings, and a good environment
7. Timely and effective responses to natural disasters and severe infectious disease outbreaks.
