Phnom Penh: On the morning of May 21, 2026, His Excellency Ek Vandy, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over the Award Ceremony for the Winners of the 5th National Letter Writing Competition 2026 under the theme “Write a letter to a friend about why human connection matters in a digital world,” which was attended by civil servants of MPTC, representatives from the Ministry of Education, Youth and Sport, representatives of the Union of Youth Federations of Cambodia, postal operators, teachers, and parents at the MPTC headquarters.
On this occasion, H.E. Secretary of State Ek Vann Dy highly praised and evaluated and encouraged all winning students to continue striving in their studies in order to become good students, good friends, good children, and good citizens who will contribute to Cambodia’s future development. H.E. Secretary of State further emphasized that the postal sector has the potential to contribute to the national socio-economic development and improve the daily lives of Cambodian people by playing an important role in facilitating business activities and strengthening communication between urban and rural areas.









At the same time, a total of 2,687 letters were submitted through postal services by students from 41 schools across 18 cities and provinces. The committee carefully evaluated and scored all writing submissions before selecting the most outstanding letters and conducting online interviews with shortlisted candidates regarding the meaning of their letters and their understanding of why human connection remains essential in a digital world. As a result, the committee selected three winning candidates. The first-place winning letter was chosen to represent Cambodia in the international competition organized by the Universal Postal Union, which includes participation from 192 member countries worldwide. The international competition results are scheduled to be announced in October 2026. Through this competition, H.E. Secretary of State expressed confidence that all participating students gained valuable knowledge and experiences that would help strengthen their capacities, research abilities, understanding, confidence, and future success in both academic pursuits and other national and international competitions.
During the ceremony, H.E. Secretary of State also presented certificates and awards to the winning students, including:
– First Prize: Ms. Heng Raksa from Pong Teuk Secondary School, Kep Province, received one medal, one stamp album, one certificate, one laptop, one bag, and a cash prize of 4 million riels.
– Second Prize: Ms. Lot Samrethka from CIA FIRST International School Phnom Penh received one medal, one stamp album, one certificate, one laptop, one bag, and a cash prize of 2 million riels.
– Third Prize: Ms. Ly Thidavatthana from Punleu Vichea International School, Kampong Cham Province, received one medal, one stamp album, one certificate, one bag, and a cash prize of 1 million riels.
– Fourth to Tenth Prize Winners: Each received one certificate, a cash incentive of 500,000 riels, one stamp collection set, and one bag.
It is worth noting that the National Letter Writing Competition provides an excellent opportunity for students to showcase their talents, strengthen their capacity and creativity, and develop skills in writing, research, problem analysis, and solution-oriented thinking. In the digital world, technology has connected people across great distances and enabled diverse forms of communication. This year’s theme is an important reminder that “human connection still matters,” even as digital technology becomes increasingly integrated into daily life and contributes to improving our quality of life in many ways. Through this program, students also gained an understanding and use of postal services, which are currently expanding their networks to become more accessible to communities across the country.
