Phnom Penh: On the afternoon of May 13, 2026, His Excellency Hak Sokheng, Secretary of State of the Ministry of Post and Telecommunications (MPTC), shared the experience of using the Financial Management Information System (FMIS) with a high-level delegation from the Lao People’s Democratic Republic, led by His Excellency Phouvong Kittavong, Deputy Minister of Finance, along with 25 senior leaders and technical officials. The meeting was also attended by Ms. Tessa Clear Cullen, Public Sector Specialist and Public Financial Management Reform Program Manager for Cambodia and Laos, and 20 MPTC leaders and technical officials at the MPTC’s headquarters.

During the meeting, H.E. Secretary of State and MPTC technical officials delivered presentations on the implementation history, achievements, and challenges of using the FMIS since 2017. The Laos delegation also visited the Department of Planning and Finance to observe the practical process of the day-to-day use of the FMIS system. On this occasion, H.E. Deputy Minister Phouvong Kittavong expressed his appreciation for the valuable experience as an active FMIS user ministry and noted that these best practices would assist Laos in preparation for the upcoming implementation of the IFMIS in 2027.

The high-level delegation from the Lao People’s Democratic Republic visited the Kingdom of Cambodia for a study visit to learn from the practical experience in the planning, development, and implementation of the Financial Management Information System (FMIS) in the Kingdom of Cambodia under the framework of the Public Financial Management Reform Program. The study visit was conducted from May 11 to 13, 2026, at the Ministry of Economy and Finance and the MPTC.
