In line with the priority policy of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, on continuously strengthening the capacity of civil servants, His Excellency Chea Vandeth, Minister of Post and Telecommunications, has directed the continuation of civil servants’ capacity-building programs focused on professional skills and digital technologies and the sharing of practical experience from ministry leaders to subnational officials to enhance public service delivery at the local level to citizens and contribute to institutional and national development.

From 2 to 4 June 2026, the ministry organized a capacity-building workshop for officials of provincial departments of post and telecommunications under the theme “Enhancing Digital Skills for Effective Public Service Delivery” at LBN ASEAN Hotel in Kampong Cham Province. The workshop was presided over by His Excellency Khay Khunheng, Secretary of State, and attended by undersecretaries of state, representatives of the Kampong Cham Provincial Administration, ministry leaders, senior technical officials of the Ministry of Post and Telecommunications (MPTC), and civil servants from provincial departments of post and telecommunications across 17 provinces.

The workshop aimed to (1) foster closer relations between national-level leaders and officials and subnational-level civil servants and (2) enhance the capacities of provincial department officials in the postal, telecommunications, and ICT sectors, thereby enabling them to deliver public services to citizens more effectively, rapidly, and efficiently, including building digital proficiency so that officials can perform their duties in the contemporary context with high efficiency and efficacy.

In addition, the workshop featured hands-on practical sessions on utilizing artificial intelligence (AI) to support daily work, and participants learned practical measures to protect personal accounts from cybersecurity threats.

It is worth noting that this annual workshop on capacity building under the theme “Enhancing Digital Skills for Effective Public Service Delivery” for all 24 provincial departments of post and telecommunications was held from 2 to 10 June 2026 in two regional locations as follows:

– Kampong Cham Province: 2–4 June 2026

– Preah Vihear Province: 9–10 June 2026
