Shanghai, People’s Republic of China – From July 26 to 28, 2025, a delegation from the Ministry of Posts and Telecommunications (MPTC), led by His Excellency Sam Sethserey, Director General, participated in the World AI Conference (WAIC) 2025 in Shanghai.
The World AI Conference is a premier global event that brings together world leaders, top scientists, and policymakers to showcase cutting-edge AI, foster international cooperation, and discuss the governance and societal impact of Artificial Intelligence. During the event, the delegation also toured the conference exhibition to observe the latest innovations in Generative AI, Large Language Models, Drone, and Robotics.
H.E. Sam Sethserey has provided a keynote address at the Global AI Policy Dialogue and Collaboration Development Forum. In his remarks, His Excellency highlighted several key policy initiatives that serve as strategic guidelines for driving digital transformation and fostering the development of emerging technologies, particularly Artificial Intelligence (AI). Cambodia is guided by its “Cambodia Digital Economy and Society Policy Framework 2021 to 2035” and the “Digital Government Policy 2022 to 2035.” The Ministry of Post and Telecommunications has been entrusted by the Royal Government of Cambodia to lead the AI Policies and governance. Recent milestones include the successful launch of the AI Readiness Assessment Methodology (RAM) and a national strategy consultation workshop, which engaged nearly 400 stakeholders from government, private sector, development partner and academia. Looking to the future, a feasibility study is currently underway by the Cambodia Academy of Digital Technology (CADT) to establish a National AI and Data Science Lab. This lab is envisioned as a cornerstone of the upcoming National Digital Park, an innovation hub designed to attract global technology companies, support digital startups, and strengthen collaboration in Cambodia’s technological advancement.
H.E. Sam Sethserey concluded with a call for global partnership, urging all countries to “work together in a spirit of openness and determined cooperation to build a future where Artificial Intelligence serves all of humanity, supports economic and social development, and minimizes the risks of misuse.”
