Phnom Penh— On the morning of July 24, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications and Chairman of the Digital Government Committee, presided over the opening ceremony of the consultative workshop on the Draft Law on Digital Government of the Kingdom of Cambodia, held at Sokha Phnom Penh Hotel. The workshop aimed to discuss and gather input on the draft law and was attended by approximately 170 participants, including leaders and civil servants from various ministries and institutions, representatives of diplomatic missions, technology companies, academic and research institutions, civil society organizations, and development partners.
During the ceremony, H.E. Minister stated that the formulation of the Draft Law on Digital Government of the Kingdom of Cambodia reflects the Royal Government’s strong commitment to accelerating the digital transformation of the entire government system, with the goal of improving the people’s quality of life and building trust among the citizens through better public service provision. He further highlighted that the ministry began drafting this law at the end of 2023 by conducting an in-depth study of national and international legal frameworks and policies related to digital government, as well as reviewing relevant documents from the United Nations (UN) and the Organisation for Economic Co-operation and Development (OECD). In addition, H.E. Minister also called on all relevant stakeholders and participants to actively engage in discussions, exchange ideas, and contribute feedback to improve the quality of the draft law so that it can effectively respond to the national priorities and international best practices.
Before concluding his remarks, H.E. Minister emphasized that the Ministry of Post and Telecommunications has been focusing on managing digital sector development and has implemented action plans to promote the establishment of digital government and digital citizens and enhance cybersecurity, as guided by the Cambodia Digital Government Policy 2022–2035. Furthermore, the ministry and the Digital Government Committee have developed multiple digital government products (DGPs), particularly the unified digital platform “DG SuperApp,” a high-capacity integrated platform designed to consolidate various digital services (Mini Apps) that provide multi-sectoral public services.
