Phnom Penh— On September 2, 2025, His Excellency So Visothy, Secretary of State of the Ministry of Post and Telecommunications (MPTC), participated in the Plug and Play Cambodia Community Series: Scale and Connect with the digital startup community at the AUPP Technology Center. The event was attended by Mr. Jupe Tan, Managing Partner for Plug and Play in the Asia-Pacific region; His Excellency Sam Sethserey, Director General of the General Department of ICT; leaders and senior officials from the MPTC; representatives from the AUPP Technology Center; digital startup accelerator experts; digital startup communities; digital technology companies; and students—bringing together approximately 160 participants.

The Plug and Play Cambodia Community Series: Scale and Connect was organized to equip the community of startup founders with knowledge, networking, and inspiration to expand their businesses regionally and globally.

In his remarks, H.E. Secretary of State So Visothy emphasized that digital startups play a vital role in driving digital innovation and economic growth. In addition, he reaffirmed the MPTC’s commitment to supporting Cambodia’s digital startups through partnerships, digital startup accelerators and development programs, an expanded partnership network, and investment opportunities—guided by the vision of strengthening the digital ecosystem and positioning Cambodia as a leading hub for digital innovation in the region.

Furthermore, H.E. Secretary of State announced Plug and Play Cambodia’s upcoming Digital Startup Accelerator and Development Program, scheduled for October 2025, and encouraged all digital startup communities to participate in this program to build capacity, unlock potential, and scale up their businesses to regional and global markets.
