Phnom Penh: On June 24, 2026, His Excellency Khov Makara, Secretary of State of the Ministry of Post and Telecommunications, presided over the closing ceremony of the 3rd training on “Guidance for CSIRT Establishment and Cyber Incident Handling” at the Tribe Phnom Penh Hotel and brought together approximately 45 civil servants and cybersecurity technical staff from 22 relevant ministries and institutions, critical information infrastructure operators, and educational establishments.









The training was organized to equip participants with the essential knowledge and skills needed to establish and operate an effective Computer Security Incident Response Team (CSIRT). Through the program curriculum, participants learned about key principles of CSIRT setup and roles and responsibilities and the establishment of Standard Operating Procedures (SOPs), as well as the principles and core stages of cyber incident response to enhance institutional capacity in managing and mitigating cyber threats.
*It is worth noting that this training was organized under the Cybersecurity Resilience Improvement Project of the Kingdom of Cambodia, which receives technical assistance and support from the Government of Japan through the Japan International Cooperation Agency (JICA) in Cambodia. This project contributes to the implementation of national policies focusing on strengthening the capacity of technical civil servants across government ministries and institutions in the field of cybersecurity.
