Phnom Penh: On 24 July 2026, His Excellency Khov Makara, Secretary of State of the Ministry of Post and Telecommunications, presided over the closing ceremony of the “Blue Team Cyber Exercise” training, which was held from 22 to 24 July 2026 at the Institute of Technology of Cambodia. The training aimed to strengthen students’ capacity to identify, analyse, and respond to cyber incidents through practical, hands-on exercises.









During the training, the trainees learned about the overall aspects of establishing and operating computer security incident response teams, implementing incident response procedures, utilizing cybersecurity information and event management systems, drafting incident reports, and communicating with stakeholders during active security incidents.
It is worth noting that this training is a collaborative effort between two JICA-sponsored projects: the Cybersecurity Resilience Improvement Project, implemented by the Ministry of Posts and Telecommunications; and the Enhancing Industry-Academic-Community Networks for Strengthening Capacity of Engineering Research and Development, implemented by the Institute of Technology of Cambodia. This collaboration connects the ministry’s experience in developing cybersecurity capacity with engineering education, thereby preparing students to become skilled professionals for future industry and digital society demands.
