Phnom Penh: On the morning of August 17, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC) and Chairman of the Digital Government Committee, presided over the opening ceremony for the “Verify.gov Cooperation Workshop: Experience Sharing and Joint Capacity Building,” which was attended by a delegation from the Democratic Republic of Timor-Leste; leaders from MPTC, the Ministry of Education, Youth and Sport; the Ministry of Health; the Ministry of Public Works and Transport; the National University of Management; relevant ministries and institutions; development partners; and educational institutions, bringing together approximately 200 participants.
The workshop aimed to share Cambodia’s direct experience in implementing the verify.gov.kh platform, both technically and sectorally, with the inter-ministerial delegation from Timor-Leste. In his opening remarks, H.E. Minister highlighted that the Royal Government of Cambodia, under the wise leadership of Samdech Moha Borvor Thipadei Prime Minister, has set “technology”—particularly digital technology—as a key new priority to drive Cambodia’s socio-economic development.
H.E. Minister stated that a successful digital government transformation relies on several key factors such as political decision-making, cooperation between relevant ministries and institutions, integrable systems, skilled human resources, financial capital, digital infrastructure, and other contributing factors depending on the specific country. Based on discussions with digital leaders from over 20 countries, digital government transformations typically take 20 to 30 years, with only a few nations achieving significant success. To accelerate Cambodia’s digital transformation, MPTC has developed modern technologies to shorten this timeframe from 20–30 years to just 6–7 years or under a decade, ensuring these technologies will enable us to achieve our goals despite any of the aforementioned factors posing an obstacle.
Following this plan, Cambodia rolled out the verify.gov.kh platform and the DG SuperApp, delivering fast, user-friendly public services for citizens and ensuring data security, thereby allowing this platform to earn recognition from the United Nations and other international organizations. The ministry is turning the verify.gov.kh platform into an essential piece of Digital Public Infrastructure (DPI) to complement other DPI initiatives for the purpose of accelerating the digital transformation in Cambodia. H.E. Minister expressed strong confidence that this cooperation with Timor-Leste will succeed and serve as a cooperation model for other interested nations looking to adopt digital solutions built by Cambodia.
