Phnom Penh: On the afternoon of August 25, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), and Mr. Enrico Gaveglia, UNDP Resident Representative in Cambodia, presided over the opening ceremony of a discussion workshop on “Open-Source Programme Office Readiness Assessment Report (OSPORA),” which was attended by MPTC leaders and civil servants; representatives from relevant ministries and institutions; the French Embassy in Cambodia; the French Development Agency (AFD); the private sector; and education institutions, bringing together approximately 150 participants.
In his opening remarks, H.E. Minister stated that the Royal Government of Cambodia, under the wise leadership of Samdech Moha Borvor Thipadei Prime Minister, implemented the Pentagonal Strategy – Phase I, designating the development of a digital economy and society as the fifth pentagon to drive national economic growth and build a strong foundation for Cambodia to achieve high-income country status by 2050. H.E. Minister added that MPTC, alongside the Digital Government Committee and the Digital Economy and Business Committee, serving as the implementing body of the Royal Government, has developed numerous platforms to support digital government transformation and deliver faster, more convenient, and trustworthy public services. Furthermore, H.E. Minister emphasized that adopting open-source technologies and developing Digital Public Infrastructure (DPI) are indispensable strategies to strengthen digital sovereignty, ensure fiscal sustainability, build domestic technological capacity, and prevent total reliance on vendor lock-in.
On this occasion, Mr. Enrico Gaveglia highlighted that over recent years, Cambodia has established an ambitious policy framework that places interoperability, digital innovation, and citizen-centric service delivery at the core of the national development agenda. He added that Cambodia holds a clear vision for developing a modern digital government system that is interconnected, efficient, inclusive, and addresses the needs of citizens and businesses. In addition, he stated that the policy environment in Cambodia serves as a major strength and provides a solid foundation for further adopting open and interoperable digital systems.
