Phnom Penh: On the morning of 27 August 2026, H.E. Chea Vandeth, Minister of Post and Telecommunications (MPTC), and H.E. Derek Yip, Australian Ambassador to the Kingdom of Cambodia, presided over the opening of the “Consultation Workshop on Three Draft Prakas Related to the Telecommunications Sector” at Shangri-La Phnom Penh. The workshop brought together approximately 150 participants, including representatives from relevant ministries and institutions, regulators, the private sector, telecommunications operators, business associations, academic and research institutions, and development partners. Participants convened to discuss and provide inputs on three key draft Prakas concerning: (1) the National Radio Frequency Spectrum Plan, (2) Technical Standards for Telecommunications Equipment, and (3) Type Approval and Conformity Assessment of Telecommunications Equipment.









Speaking at the ceremony, H.E. Derek Yip, Australian Ambassador to Cambodia, warmly welcomed MPTC’s commitment to conducting this public consultation. He also emphasized the importance of engagement among the Royal Government, regulators, the private sector, and development partners in jointly advancing reforms that deliver long-term benefits for Cambodia. The Ambassador further noted that the workshop provided an important opportunity to review the draft Prakas, identify potential implementation challenges, and ensure that all three Prakas are practical, implementable, and aligned with the country’s development priorities.
In his opening remarks, H.E. Minister Chea Vandeth underscored that the three draft Prakas constitute an essential part of the reform of Cambodia’s telecommunications sector, enabling the sector to respond effectively to rapid technological developments and support the country’s ongoing digital transformation. These draft Prakas will strengthen the regulatory framework for the effective management and use of the radio frequency spectrum, while ensuring the quality, safety, and conformity of telecommunications equipment used in Cambodia.
In closing, H.E. Minister encouraged all relevant stakeholders to actively contribute their comments and input to ensure that the three Prakas are comprehensive, effectively implementable, and responsive to practical needs.
