Shanghai, People’s Republic of China: From June 18 to 20, 2025, His Excellency Keo Sothie, Secretary of State of the Ministry of Posts and Telecommunications, led a delegation to participate in the “Mobile World Congress Shanghai 2025 (MWC Shanghai 2025)” and the “Policy Leaders Forum.” The events were attended by senior leaders from national and international institutions, operators, mobile and digital technology service providers, as well as relevant investors from 124 countries, with a total attendance of approximately 40,000 participants. The MWC Shanghai 2025 program is organized by the Global System for Mobile Communication Association (GSMA) with the aim of providing a platform to inspire ideas and discussions on important topics about technological innovations including 5G technology, artificial intelligence, the Internet of Things (IoT) in various sectors, as well as building a digital ecosystem that provides a foundation and a conducive environment to promote the development of digital connectivity infrastructure.Alongside this program, the Policy Leaders Forum was also organized for senior leaders and policy experts to meet, discuss, and share innovations and directions of the mobile communications ecosystem.

This forum was divided into different topics, among which His Excellency the Secretary of State was invited as a speaker in the session titled “Laying the Foundation for an Inclusive AI Future,” focusing on the topic “Closing the Digital Divide and Usage Gap,” discussing challenges and innovations related to reducing the digital divide, including shortages of resources and digital literacy. His Excellency the Secretary of State highlighted key achievements of the Ministry of Post and Telecommunications in reducing the digital divide and promoting the digital inclusion, including: (1) drafting laws to create a framework for the private sector, including the Draft Law on cybersecurity, Draft Law on Personal Data Protection, Draft Cloud First Policy, and Draft National Artificial Itelligence Strategy which have been opened for public consultation; (2) launching the Cambodia Digital Skills Development Roadmap 2024-2035; (3) establishing Community Technology Center for training students and citizens; (4) deploying digital solutions and government digital platforms, especially the document verification platform verify.gov.kh which won the gold medal at the ASEAN Digital Awards 2024; (5) creating scholarship and financial aid programs; and (6) cooperating with the Ministry of Education, Youth and Sports on managing the digital professional workforce.

On the occasion of participating in this forum, His Excellency the Secretary of State was also invited to join 2 panel discussions, including the national-level panel discussion of the GSMA on “Powering the APAC Digital Economy Through Innovation,” where His Excellency the Secretary of State shared insights related to the topic “Creating an Enabling Environment for the Digital Economy,” and the panel discussion on “The Sky is Not the Limit: Spectrum Challenges for Direct-to-Device Connectivity,” which was attended by ministries, institutions, and country representatives. His Excellency the Secretary of State also took part in 2 bilateral meetings upon request, including meetings with the GSMA and with the China Academy of Information and Communications Technology (CAICT) to discuss work progress and potential future cooperation in the digital sector.In addition, His Excellency the Secretary of State and the delegation also participated in the exhibition.
