Phnom Penh— On the morning of October 2, 2025, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), presided over the opening ceremony of the “Consultative Workshop on the Cambodia Cloud First Policy Draft” held at the Sun & Moon Hotel. The event was attended by leaders from various government ministries and institutions, leaders from the MPTC, and representatives from the education sector and the private sector—bringing together approximately 150 participants.
During the workshop, H.E. Minister highlighted that cloud technology has become an indispensable foundation for accelerating digital transformation across both the public and private sectors. Therefore, the MPTC has focused on promoting this technology through technical development, capacity building, and policy formulation.










Furthermore, H.E. Minister stated that the Cloud First Policy Draft, currently under development, is aligned with regional, ASEAN, and international trends while being tailored to Cambodia’s context. The policy will highlight implementation mechanisms, capacity-building initiatives, and risk management measures to encourage government ministries and institutions to adopt cloud technology within their operations. In addition, the drafting team conducted a study on the demand for cloud technology among national ministries and institutions and technology companies, while also reviewing key documents from international organizations such as ASEAN, the World Bank, the Asian Development Bank (ADB), and leading technology firms to ensure the draft policy is comprehensive.
Before concluding his remarks, H.E. Minister encouraged all participants to actively share their experiences and exchange ideas across all discussion topics to broaden knowledge on formulating policies, strategies, and regulations that support Cambodia’s digital transformation journey.
