Phnom Penh: On the morning of May 18, 2026, His Excellency Chun Vat, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over a consultation workshop on the “Development of a Digital, Media, and Information Literacy (DMIL) Competency Assessment Tool,” which was attended by representatives from relevant government ministries and institutions, the private sector, development partners, and non-governmental organizations—bringing together approximately 50 participants at the MPTC headquarters.

This consultative workshop was organized to review and discuss the DMIL competency assessment tool developed by the MPTC working group in collaboration with technical advisors from UNESCO. The initiative aims to achieve three key objectives: (1) to build consensus and secure support from relevant ministries and institutions for the development of the assessment tool; (2) to gather recommendations and input from experts on the methodology for questionnaire design and scoring; and (3) to seek long-term support in transforming the assessment tool into a digital platform capable of assessing competencies and issuing certification of DMIL proficiency to users.

On this occasion, H.E. Secretary of State emphasized that the development of the assessment tool marks an important step forward following the launch of the “DMIL Competency Framework” in March 2024, which is intended to help institutions and individuals assess their competencies more accurately and identify targeted training opportunities. The framework will also serve as a foundation for (1) developing training programs for students and the citizens; (2) raising awareness of digital and media literacy; (3) reviewing and improving existing educational curricula; and (4) assessing digital literacy competencies with the goal of building capable and responsible “digital citizens,” thereby actively contributing to Cambodia’s socio-economic growth and digital transformation.

In addition, H.E. Secretary of State encouraged all participants to engage actively in discussions and provide meaningful input on (1) assessment methodologies, (2) domain categorization, and (3) scoring rubrics, with the aim of establishing competency standards and transforming the tool into a comprehensive and highly effective assessment.
