In response to the priority policies of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, which emphasize the continuous capacity building of civil servants, His Excellency Chea Vandeth, Minister of Post and Telecommunications, instructed the ongoing organization of capacity-building programs focusing on professional skills and digital technology while fostering the sharing of practical experiences from ministry leadership to sub-national officials. This initiative aims to enhance the efficiency of public service delivery to citizens at the grassroots level and to contribute further to institutional and national development.

From June 9 to 10, 2026, the MPTC organized a capacity-building workshop for the Provincial Departments of Post and Telecommunications under the theme “Enhancing Digital Skills for Efficient Public Service Delivery” at the Ly Huot Restaurant in Preah Vihear Province, presided over by His Excellency Secretary of State Khay Khunheng. The workshop was attended by secretaries of State and undersecretaries of state; the Deputy Governor of Preah Vihear Province; trainers who are leaders and senior technical officials of MPTC; and participants who are civil servants from the provincial departments of Post and telecommunications across 19 provinces.

The workshop was organized with the following key objectives, including (1) to foster closer relations between national-level leadership and officials and sub-national civil servants; and (2) to enhance the capacities of provincial department officials in the postal, telecommunications, and ICT sectors, thereby enabling them to deliver public services to citizens more effectively, rapidly, and efficiently, including building digital proficiency so that officials can perform their duties in the contemporary context with high efficiency and efficacy. Furthermore, the workshop featured hands-on practical sessions on utilizing artificial intelligence (AI) to support daily work, and participants learned practical measures to protect personal accounts from cybersecurity threats.

It is worth noting that this annual workshop on capacity building under the theme “Enhancing Digital Skills for Efficient Public Service Delivery” for the 24 Provincial Departments of Post and Telecommunications was conducted from June 2 to June 10, 2026, divided into two regional zones as follows:

– Kampong Cham Province: From June 2 to June 4, 2026

– Preah Vihear Province: From June 9 to June 10, 2026.
