Phnom Penh—On the afternoon of January 27, 2026, His Excellency Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications (MPTC), received a courtesy meeting from the Japanese delegation led by Mr. Kato Yuta, Director of the Country Assistance Planning Division I of the Ministry of Foreign Affairs of Japan, held at the MPTC headquarters.

During the meeting, H.E. Secretary of State discussed with the Japanese delegation the progress of the Co-creation for Common Agenda Initiative, which is a joint cooperation framework launched in 2023 between Japan and ASEAN to address shared challenges faced by ASEAN Member States and Japan. Under this initiative, Cambodia is currently implementing 5 projects, such as 1) strengthening digital education through the provision of information and communication technology (ICT) equipment, 2) enhancing land management and development through digital transformation, 3) supporting the establishment of the national data center, 4) building capacities in cybersecurity, and 5) increasing the development of human resources and telecommunications networks across relevant government ministries and institutions.

Furthermore, the Japanese delegation, under the coordination of the Japan International Cooperation Agency (JICA), reaffirmed its commitment to further cooperation in several key areas, including 1) promoting the application of artificial intelligence (AI) in priority sectors such as education, healthcare, and agriculture through collaboration between the private sectors of both countries; 2) supporting the installation and operationalization of the national data center; 3) exchanging experiences related to cybersecurity incidents and mitigation mechanisms; and 4) expanding the coverage of fifth-generation (5G) mobile service operations, particularly in the rural areas.

In closing, H.E. Secretary of State expressed his gratitude to the Japanese delegation for their continued support to Cambodia through various cooperation to strengthen the relations between the two countries.
