Phnom Penh: On the morning of April 29, 2026, the Ministry of Post and Telecommunications (MPTC) organized a dissemination workshop on “Personal Data Protection” for approximately 150 civil servants from MPTC’s subordinate units, which was presided over by His Excellency Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications (MPTC).

The workshop was organized to strengthen capacity and deepen the understanding among civil servants from MPTC’s subordinate units on the importance and core principles of personal data protection, as well as the key contents of the draft Personal Data Protection Law in order to respond to the rapid advancement of digital technology.

During the opening ceremony, H.E. Kong Phalla, Secretary of State of the MPTC, stated that digital transformation requires civil servants to change their mindset and continuously develop their capacities to keep pace with technological advancements. H.E. Secretary of State emphasized that this workshop is a vital platform for sharing knowledge and experiences related to “personal data protection,” which serves as the foundation of safety within the digital ecosystem. Additionally, the training session focused on three key topics presented by expert speakers, including (1) personal data and personal data processing, (2) data subjects and data subject rights, and (3) data controllers and data processors.

In his closing remarks, His Excellency Mok Rady, Director General of the General Department of Administration, stated: “Personal data protection is the foundation of trust for all stakeholders in the sustainable development of a digital economy and society. Therefore, we must find the right balance between protecting data and fostering innovation, as overprotective measures can hinder creativity, whereas weak protection can result in a loss of public trust. I urge the civil servants who participated in the workshop today to become good role models in building a trusted digital ecosystem and to spread knowledge about personal data protection by performing their duties with professionalism and high responsibility when using, storing, sharing, and managing data.”
