Phnom Penh: On the afternoon of August 14, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), presided over the opening ceremony of the workshop for the “7th Kibo Robot Programming Challenge (Kibo-RPC),” which was attended by Dr. Masaki Shirakawa, Director of the Space Environment Utilization Center at the Japan Aerospace Exploration Agency (JAXA), and the Kibo-ABC Secretariat (joining virtually), alongside representatives from the Ministry of Education, Youth and Sport; MPTC leaders and civil servants; professors; teachers; and high school and university students—bringing together approximately 350 participants at the MPTC Conference Hall.









In his remarks, H.E. Minister recalled the history of satellite technology in Cambodia, noting that the country used to operate a satellite ground station for international phone services in 1987 before the new telecommunications technologies replaced it in 2000, over two decades ago.
Furthermore, H.E. Minister stated that the ministry is accelerating the development of policy frameworks, laws, and regulations and a master plan for the satellite and space sector. In addition, the ministry focuses heavily on human resource development through upskilling current professionals, offering local fast-track bachelor’s programs in satellite and space technology as well as sending 48 selected Cambodian youth to pursue specialized studies in China, India, and France.
On this occasion, H.E. Minister highlighted that this workshop marks a starting point for dissemination, raising awareness and preparing students for future training in satellite and space technologies. He emphasized that these initiatives are the preparation for the future in order to harness space technology to drive economic growth and national development.
