Phnom Penh: With the approval of Samdech Moha Borvor Thipadei Prime Minister, on August 27, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), presided over the opening ceremony of “The Digital Excellence Elite Program for Leaders of Ministries and Institutions (DEEP)” for the vice-chairmen and members of the Digital Government Committee. The workshop was co-organized by MPTC and Huawei Cambodia and was attended by MPTC leaders, Mr. Xue Dong, Minister-Counselor of the Embassy of the People’s Republic of China in Cambodia, the CEO of Huawei Cambodia, and leaders, professors, and staff from the Cambodia Academy of Digital Technology (CADT) at the Innovation Center of CADT.
During the event, H.E. Minister highlighted the progress of telecommunications reforms and connectivity, noting the current rollout of 5G mobile networks. In addition, H.E. Minister briefed attendees on the upcoming draft law and regulation related to emerging technology, such as the National Artificial Intelligence Strategy and the AI Governance Framework. Moreover, H.E. Minister shared the Ministry’s significant achievements in building digital human resources.
Furthermore, Minister Chea Vandeth emphasized that successful digital transformation relies on several key factors, including human capital, financial resources, change management, strong commitment, clear political will, and robust Digital Public Infrastructure (DPI). Without these, a country could take 10 to 30 years to achieve its goals. For Cambodia, MPTC and the Digital Government Committee have developed digital technology that shortens the timeline from 20-30 years to under 10 years while ensuring that this technology will help us achieve our digital transformation goal. For instance, the verify.gov.kh platform will serve as an indispensable foundation for the nation’s DPI because it is highly secure.
