Phnom Penh: On February 25, 2026, His Excellency Khov Makara, Secretary of State of the Ministry of Post and Telecommunications, presided over the closing ceremony of the training on “EC-Council Certified Incident Handler (ECIH),” focusing on cybersecurity incident management and response, held at Himawari Hotel Phnom Penh. The training, which took place from February 23 to 25, 2026, brought together approximately 30 participants, including officials and technical experts from 19 government ministries and institutions, critical information infrastructure operators, internet service providers, and financial and banking institutions.









The training on “EC-Council Certified Incident Handler (ECIH)” was thoughtfully organized to cover the core modules essential to effective cybersecurity incident management. Beyond strengthening participants’ technical expertise, the course also closely integrated compliance requirements and relevant legal considerations. Through this training, the technical officials gained comprehensive capabilities to assess, identify, prevent, and respond to threats and digital risks in a timely and effective manner. This initiative reflects the ministry’s firm commitment to continuously developing highly skilled human resources and enhancing the nation’s cybersecurity defenses, in line with Cambodia’s vision of building a digital government, economy, and society.
It is worth noting that this training was conducted under the Cybersecurity Resilience Improvement Project of the Kingdom of Cambodia, which receives technical assistance and support from the Government of Japan through the Japan International Cooperation Agency (JICA) in Cambodia. This project contributes to the implementation of national policies focusing on strengthening the capacity of technical civil servants across government ministries and institutions and the relevant private sector in the field of cybersecurity.
