Siem Reap: On 23 February 2026, His Excellency Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications (MPTC), presided over the opening ceremony of the “Personal Data Protection Train The Trainer Programme” held from 23 to 27 February 2026 at Khemara Angkor Hotel & Spa in Siem Reap. This training programme was jointly organized by MPTC and the National University of Management, with the support of the EU-German GATE project. It brought together 30 participants, including officials from the MPTC’s Legal Department, representatives from the Telecommunication Regulator of Cambodia, professors, staff, and students from the National University of Management, as well as representatives from the EU-German GATE project.

In his keynote address, H.E. Secretary of State Kong Phallack emphasized the importance of the Personal Data Protection Law and the building of “TRUST” as the foundation of Cambodia’s digital future and society. He further elaborated the meaning of the word “TRUST,” encouraging participants to remember it after completing the programme, as follows: (1) T—Translate the Personal Data Protection Law into real-world practice, (2) R—Reinforce institutional roles in raising awareness of the law, (3) U—Understand personal data risk-based governance, (4) S—Sustain knowledge by training multipliers who can share expertise with other institutions, and (5) T—Transform digital culture into a national movement rooted in accountability, integrity, and trust for the protection of personal data.
