Phnom Penh: On the afternoon of May 4, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications (MPTC), delivered keynote remarks at the opening ceremony of the dissemination workshop on “Telecommunications Infrastructure Construction in Urban Areas, Residential Zones, Co-owned Buildings, Commercial Buildings, Shopping Malls, Industrial Zones, Special Economic Zones, and Other Similar Areas,” which was presided over by His Excellency Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction (MLUPC), and was attended by leaders and technical officials from both MPTC and MLUPC, as well as representatives from telecommunications operators and the private sector—bringing together approximately 360 participants at the MLMUPC headquarters.

In his remarks, H.E. Minister Chea Vandeth highlighted the Ministry’s ongoing efforts to improve the quality of telecommunications services through the nationwide expansion of telecommunications infrastructure, including mobile base antenna stations, in-building coverage systems, and fiber optic cables. The workshop was organized to disseminate the requirements and technical standards for telecommunications infrastructure development in urban areas, residential zones, co-owned buildings, commercial buildings, shopping malls, industrial zones, special economic zones, and other similar locations. H.E. Minister also emphasized the growing adoption of digital technology in the land management, urban planning, and construction sectors, including the use of the national document verification platform, verify.gov.kh, for land title authentication and the development of a national digital address system.

On the occasion, H.E. Deputy Prime Minister Say Sam Al reaffirmed the Ministry’s commitment to collaborate with MPTC to organize the telecommunications infrastructure by putting requirements and technical standards into construction permits in order to ensure higher-quality telecommunications services nationwide. H.E. Deputy Prime Minister also emphasized the important role of digital technology in implementing land management and urban planning and highly praised H.E. Minister of MPTC for the fundamental achievements in driving Cambodia’s digital sector.
