Shanghai: On July 18, 2026, His Excellency Chea Vandeth, Minister of Post and Telecommunications, attended the High-Level Meeting on Global AI Governance in Shanghai, People’s Republic of China. The meeting brought together ministers and high-level representatives from 65 countries, as well as UN representatives and various regional and international organizations—bringing together approximately 400 participants.

During the meeting, the signatories of the Agreement on the establishment of the WAICO organization reaffirmed their commitment to shaping a global framework for AI governance and boosting collaboration on AI. Other attending countries supported the shared principle that AI transformation should prioritize human well-being and distribute its benefits equitably among all nations.

On this occasion, H.E. Minister held bilateral meetings with H.E. Minette Libom Li Likeng, Minister of Posts and Telecommunications of Cameroon, and H.E. Nguema Nze, Minister of Posts, Telecommunications and Digital Economy of the Republic of the Congo, to discuss and exchange experience on digital transformation, as well as invite both counterparts to participate in FrancoTech in November 2026—a side event of the Francophonie Summit to be hosted by Cambodia.
