Ministry of Post and Telecommunications Organized a Training Program on “Drafting the Prakas on Consumer Protection in the Telecommunications Sector”

Phnom Penh: On July 6-7, 2026, H.E. Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications (MPTC), and Mr. Gidon Windecker, Deputy Head of Development Cooperation at the German Embassy to the Kingdom of Cambodia, presided the training program on “Drafting the Prakas on Consumer Protection in the Telecommunications Sector” at Sunway Hotel Phnom Penh. Organized under the EU-German GATE project, the event was attended by national and international technical advisors, legal officers of the MPTC, the Telecommunication Regulator of Cambodia (TRC), the General Secretariat of the Digital Government Committee (DGC), and representatives of the EU-German GATE project, totalling 22 participants.

This workshop aimed to strengthen the understanding of consumer protection principles, international best practices, and Cambodia’s legal framework in order to draft a practical and enforceable Prakas that aligns with relevant laws and regulations in the telecommunications sector.

Mr. Gidon Windecker, Deputy Head of Development Cooperation at the German Embassy to the Kingdom of Cambodia, highlighted the support of the EU-German GATE project in strengthening Cambodia’s legal framework through drafting legal regulations for consumer protection in the telecommunications sector to be more effective and responsive to the rapid evolution of technology.

In his opening remarks, H.E. Kong Phallack, Secretary of State, encouraged participants to transform the knowledge gained from the training to apply in the drafting of the Prakas. He emphasized, “Tomorrow, do not just draft the legal provisions. But draft the solutions. Every article you draft should solve a real problem faced by users of telecommunications services. If we keep users at the center of our work, we will produce a Prakas that is practical, enforceable, balanced and worthy of Cambodia’s digital future.” He concluded by reminding participants: “Remember: good drafting creates good regulation, good regulation builds public confidence in telecommunications services, and that confidence drives the growth of Cambodia’s digital economy.”
