Geneva: On July 6, 2026, Heads of State, Heads of Government, Digital Ministers, and representatives from 170 countries and international organizations, bringing together approximately 4,000 participants, gathered at the “Inauguration of the Global Dialogue on AI Governance”. At the invitation of His Excellency António Guterres, Secretary-General of the United Nations, His Excellency Chea Vandeth, Minister of Post and Telecommunications, highly represented Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, at this crucial dialogue, which was presided over by H.E. Secretary-General of the United Nations, alongside representatives from El Salvador and Estonia as co-chairs.
While artificial intelligence (AI) has immense potential to drive economic and social development, it also poses significant risks. An Independent International Scientific Panel on AI, consisting of 40 global experts, reported to member states on its findings by clearly highlighting that AI is advancing faster than governance capacities, and this capacity is concentrated in just a few small nations despite its global impact. The Scientific Panel urged member states to make prompt political decisions to ensure AI serves the best interests of humanity.
Representing Cambodia, H.E. Minister Chea Vandeth highlighted several key points as follows:
(1) AI governance must focus on fostering positive potential to drive innovation, expand access, and build trust.
(2) To build trust, governance must be responsive to risk, timely, and forward-looking, preemptively mitigating negative impacts when necessary.
(3) In alignment with ASEAN trends, Cambodia will approach AI governance based on principles and treat the private sector, research institutions, civil society, and citizens as key partners.
(4) The international community must collaborate on capacity building for regulators, sharing updates on trends, exchanging regulatory experiences, and monitoring AI incidents.
(5) Cambodia calls on tech companies to genuinely collaborate with governments to ensure effective AI governance.
